Combat Auto Theft Program ( C.A.T. )The Combat Auto Theft Program is a voluntary decal program that was designed to reduce vehicle thefts between the hours of l:00 am to 5:00 am. HOW DOES C.A.T. WORK* The program is voluntary. * There is a $5.00 fee for each car that is enrolled. * The owner of the vehicle will be required to complete and sign an application that authorizes the police to stop the vehicle between the hours of lam to 5am. * The program should be explained to any other persons that are permitted to drive the vehicle. *
